David Getches: We now have a legacy of unintended consequences

Well, I don't think that the harm occurred in the past. What we did was make decisions based on needs at the time. And that is understandable. We have to be somewhat forgiving, but we now have a legacy of unintended consequences that we have to fix. That's our responsibility. We have another responsibility and that's not to leave that kind of legacy to the people who follow us.
