John Keys: At the time it seemed like the best thing to do

I certainly can't and don't want to get into making excuses for decisions that were made in the past. But the laddering of Grand Coulee has received a lot of attention over the past few years and certainly at the time it was done, it seemed like the best thing to do. Now we see different, but there have been a lot of efforts made to rectify that. We run three fish hatcheries there now to try to replace those fish, and to those people that we were working with at that time, that was acceptable. Now, whether that stands the test of time, I don't know. But, Leavenworth, Entiat and I cannot remember the third one [Winthrop], but there are three fish hatcheries we run to replace the fish over there. Like I said, it is not always the answer, but at the time it seemed like the best thing to do.
