In terms of priority, it's education. I think the West is being populated by people that are moving from the East with a different attitude towards water. I think that it is the municipality's responsibility to educate the people that are moving there. There is a cultural difference in water in the West versus water on the East coast or the eastern part of the United States and they have to realize that. People in Las Vegas look at me and ask, how could we possibly be running out of water? Lake Mead holds 26,000,000 acre-feet of water, and Las Vegas has a consumptive use of only 300,000 acre-feet, a very small portion of that. It's education -- municipalities should be educating people in the differences of the West versus the East.
