Brothers: Water banking has provided flexibility

I think that flexibility is an issue. [With] the Colorado River compact, we've seen recently some changes because the Bureau of Reclamation has allowed interstate water banking in the lower basin states. That has provided [us] flexibility to utilize resources and share what's needed when we have excess water. I think you can also see [flexibility] in the interim surplus guidelines that were negotiated with the seven basin states and the Bureau did adopt. Flexibility is in those guidelines and the recognition that a state such as California needs additional water while they put in conservation measures to ramp down [their use]. So there are methods and ways to provide flexibility to meet needs of stakeholders through existing laws. I think that those are two very good examples in the lower Colorado River basin of what's been going on that does meet needs.
