I mean, they have already used up everything they've got in their area and they have to bring it in from other areas.   • If you own a ranch, you can sell off some of your water rights. But if you sell off all of your water rights what becomes of that ranchland? It just dries up?

  • That's not the only place to get them -- there are still some water rights around, say under the streets, under the freeways, there are still some water rights around that aren't agriculural, right?
